Nitish Government’s New Rule, Extra Fee For Building On Agricultural Land In Cities

Bihar government is also preparing to levy a fee on the change of use of agricultural land in urban areas. For this, agricultural land in urban areas must also be brought under the Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) Act 2010.

After the recent review, the Revenue and Land Reforms Department sought an opinion from the Urban Development Department. If the Urban Development Department agrees, permission from the Revenue and Land Reforms Department will have to be obtained to use agricultural land in an urban area for non-agricultural purposes. A fee will have to be paid for this.

In the review meeting chaired by Revenue and Land Reforms Department Secretary Jai Singh, it was decided that the provisions of the Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) Act 2010 should be implemented in cases of the use of agricultural land in urban areas for other purposes.

The rules of this Act were also considered in the meeting. This Act has been implemented in other parts of the state except those constituted as urban areas or under cantonment. Suppose agricultural land is used for non-agricultural purposes in any part of the state other than the city. In that case, the tenants must pay the Revenue and Land Reforms Department 10 per cent of the land registry value.

The Revenue and Land Reforms Department has sought details of the land registry (Bihar Jamin Registry) value from the Excise, Prohibition and Registration Department. Details have been sought mouja-wise. The minimum and maximum rates of registration are recorded. It was said that if this information is found, the competent authority will be facilitated in determining the fee at the time of conversion.

The department has also decided to collect rules and details from other states. No additional fee is payable for changing agricultural land use in urban areas. Municipal bodies collect taxes on houses or other construction projects.

Two Pains Will Be Renovated In Nalanda By Spending 3.44 Crores

Administrative approval has been received for the renovation of Bhagwan Bigha (Kutlupur) and Pariana pains in Nalanda district. These two drains will be renovated for Rs 3.44 crore. They will restore irrigation facilities in a 475-hectare area. These two drains are being renovated under the irrigation water project for every farm. Kutlupur drain is in Ben block.

It is planned to be renovated by spending Rs 2 crore 30 lakh 95 thousand. This will set the target of irrigation in a 290-hectare area. Pariana drain is in the Nursarai block. This will supply water to the fields in a 185-hectare block area. One crore 13 lakh 11 thousand five hundred rupees will be spent on its renovation. The renovation work of both drains will be done under the supervision of the Executive Engineer.
